Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
There are derogations under the regulations to award a contract to a single supplier where the supplies or services can only be supplied by a particular supplier under Regulation 32(2)(c), in this instance insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with. The Covid-19 risk is serious and its consequences poses a threat to life. There is an urgent need to provide police officers with fully compliant PPE to protect officers and staff against the threat of Covid-19 in the delivery of policing across Northern Ireland. The award of this contract has also been considered in accordance with the UK Government Procurement Policy Note 01/20 — Responding to Covid-19.
