Life Sciences Hub Wales seeks to procure and implement a Framework Agreement for the provision of Design Services over an initial period of 24-months. The intention is to award a position on the framework to two (2) Suppliers on a tiered basis. The framework governance process is outlined in the Invitation to Tender Document.

The nature of the projects and tasks required during the period of the agreement will be varied and dependant on priorities identified by Life Sciences Hub Wales. These are likely to include, but are not limited to, the following activity:

- Production of all work in compliance with Life Sciences Hub Wales brand guidelines;

- Creation of promotional flyers, for use digitally and in print, for a range of activities e.g. events and initiatives hosted by Life Sciences Hub Wales;

- Creation of corporate documents of medium length e.g. annual reports, whitepaper publications etc;

- Design of digital publications to maximise usability and interactivity of content, may include navigation links and embedded media (for example);

- Development of event materials for larger-scale events or event series e.g. promotional materials, delegate packs and slide decks for online conference;

- Graphic design of promotional corporate giveaways and accessories for use at events e.g. branded notepads and pull-up banners / signage;

- Creation of brand stationery e.g. business cards utilising brand guidelines; and

- Creation of digital communications assets to include:

1. Social media content (animations / gifs / Infographics)

2. Digital adverts (MPUs / Banners etc).

Note, that this list is provided as an indication of the kinds of activity likely to be commissioned under the framework and is not to be considered an exhaustive list of the requirement.

The actual requirement will be outlined in full detail to the framework Supplier(s) in each call-off instance.

Total quantity or scope of tender

The maximum value of this contract is £20,000 per annum, for a maximum total value of £60,000 (excluding VAT).

However, Life Sciences Hub Wales makes no guaranteed commitment to the volume or value of activity to be called-off under the agreement.

Framework Governance

Life Sciences Hub Wales wish to appoint a position of the framework to two (2) Suppliers on a tiered basis; Tier 1 and Tier 2.

The two highest scoring, compliant Suppliers, determined following evaluation of the tender responses, will be appointed as the Framework Suppliers. The tiers will be attributed based on the tender result ranking; the highest scoring Supplier will be appointed the Tier 1 position and the second highest scoring will be appointed as Tier 2.

All framework call-off activity will be awarded to the Tier 1 Supplier in the first instance. Should the Tier 1 Supplier not be in a position to accept/complete the activity for whatever reason, the call-off will then be awarded to the Tier 2 Supplier.

Life Sciences Hub Wales reserves the right to award supplemental call-off activity directly to the Tier 2 Supplier where such activity is a direct follow-up or closely related to any call-off awarded to the Tier 2 Supplier previously.
