Abstract

Conwy County Borough Council (CCBC) is seeking to appoint a suitability qualified professional to undertake an evaluation of the Penmaen Road Employment Site operation, now formally named Parc Tre Morfa, Conwy. The evaluation specification has been developed by CCBC in conjunction with the Welsh European Funding Office (WEFO). The Penmaen Road Employment site is located on a former landfill site, it was identified as an employment growth area within the adopted Conwy Local Development Plan (October 2013) and has an area totaling 2.4 hectares. The site was in the ownership of CCBC and provided an extension to Parc Cae’r Seion which had been previously developed in partnership by the Welsh Development Agency and the local authority. The business plan sought to deliver B2, B8 and complimentary B1 uses in response to significant demand within the area in the energy and environment, food, construction and creative industries sectors, and compatible with existing tenants of Parc Cae’r Seion. The site aims to accommodate up to 6,000 sqm of floor space, providing employment growth of approximately 150 new jobs, in an established, accessible location situated adjacent to A55 Junction 17. Its location provides strong access to the A55 road/rail corridor and it has direct sustainable multimodal connections to Conwy/Llandudno/Llandudno Junction and Colwyn Bay growth area - central to North Wales and at the heart of the A55 East/West commuter corridor. The strategic location also has the potential to support the neighbouring enterprise zones and strategic sites, both delivering local and more regional employment. Evaluation Objectives include but are not limited to:

3.1 Development of a logic model

3.2 Assess progress against WEFO and project-level output and result indicators for SO 4:4 as well as qualitative measures of impact.

3.2.1 Short term:

The output indicators for the operation are:

• The number of Jobs Accommodated – 150 FTE

• The number of Enterprises Accommodated – 7

• The Land Developed-Employment (Hectares) – 2.4

• Premises Created or Refurbished (sqm) – 6,000

3.2.2 Medium term objectives:

The project providing additional employment opportunities and the potential for skills development linked to the sectors located at the site. The employment opportunities on the site will lead to increased spending power in the area benefiting local businesses and the economy.

3.2.3 Longer term objectives:

The growth and inward investment opportunities for businesses, to benefit the North Wales economy. With the site providing employment opportunities, the operation has the potential to reduce claimant count in the area over the longer term.

3.2.4 The result indicator for the operation is a reduction in the claimant count rate in Travel to Work areas by 8% across all WEFO funded operations:

In the short term there is the potential for the claimant count to be reduced by seeking social clauses in the procurement contracts to support local unemployed people in construction opportunities and link with ESF initiatives participants on Communities for Work, OPUS, ADTRAC and Active Inclusion.
