Abstract

The NWEAB seeks to appoint a specialist (herein known as key staff) to explore the preferred way forward as part of the economic case of the Smart Local Energy project that is currently in its scoping stage. The purpose of the economic case is to identify and appraise the options for the delivery of the project and to recommend the option that is most likely to offer best Value for Money to society, including wider social and environmental effects as well as economic value. For the Strategic Outline Case, the aim of the economic case is to determine the preferred way forward (the short-list), not the preferred option. The preferred option will be determined during the next phase; the Outline Business Case - when the shortlisted options are appraised in more detail. The preferred way forward is achieved by identifying and appraising a wide range of realistic and possible options (the long-list), to identify a reduced number of possible options (the short-list). The process will need to follow and adhere to HM Treasury’s GUIDE TO DEVELOPING THE PROJECT BUSINESS CASE and THE GREEN BOOK: CENTRAL GOVERNMENT GUIDANCE ON APPRAISAL AND EVALUATION
