Abstract

The Welsh Ministers are aiming to procure a contract to develop understanding of the quality, appropriateness and robustness of cyber resilience in education settings in Wales. The research will encompass education settings from primary school through to Further Education. The overall aim of the study is to establish the degree to which education organisations in Wales are cyber resilient. The specific objectives are to: a) Understand what good practice in cyber resilience looks like in education settings in Wales and elsewhere in the UK. b) Assess current cyber resilience within education settings in Wales with a focus on: • current cyber arrangements, including business continuity plans and whether these include common cyber events; • security strategies, policies and a positive cyber culture; • cyber-incident response capabilities of educational organisations; • what governance structures and processes are in place for dealing with a cyber-attack and how these differ from business as usual processes. c) Make recommendations for policy that focus on key mechanisms that education settings in Wales could implement to improve their resilience to cyber-attacks, whilst considering economic and social challenges for educational settings in successful implementation.
