Abstract

Caerphilly County Borough Council ('Council')require suitably qualified and accredited scaffolding Contractors to provide scaffolding works to properties and buildings within the boundaries of the Council. The Council requires to establish a corporate wide framework agreement for the above works which will include for but not be limited to the Supply, Delivery, Erection & Dismantling of Scaffolding. In order to meet its requirements, the Council intends to let the framework agreement to a Primary and Secondary Contractor for the provision of Scaffolding Work Services. The evaluation methodology to be utilised for this arrangement will follow a two stage process including a general compliance stage and the award stage, comprising of both price and social value submissions. Details of the evaluation methodology can be found in the Council's associated procurement documentation.

Description of the goods or services required

Caerphilly County Borough Council ('Council')require suitably qualified and accredited scaffolding Contractors to provide scaffolding works to properties and buildings within the boundaries of the Council.

Total quantity or scope of tender

The framework agreement will be for a three year period with an option to extend for up to a further twelve months. The estimated spend for the initial three year framework term is approximately £600,000.00, although bidders must note that the Council’s requirements are demand led and therefore request patterns and work volumes are subject to change. As such the Council does not provide any warranty, guarantee or commitment regarding the total volume of scaffolding services and works required.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Tendering organisations must provide evidence that they and their employees hold the following qualifications and accreditations to be accepted through to the award stage of the tender process as follows:

Construction Industry Scaffolding Record Scheme (CISRS), or an equivalent qualification.

Asbestos Awareness Certificates, training to be provided by a UKATA/IATP/BOHS/ASHEeLA registered member.

Registered with the National Association of Scaffolding Contractors (NASC), or an equivalent body.

Registered with a Safety Schemes in Procurement (SSIP) organisation.

Acceptance of Clause 3.13 of the framework agreement regarding insurance claims for loss, damage or injury

Acceptance of the Council’s policies for Charter for Trust (Appendix 1a & 1b), Unaccompanied Children (Appendix 3) and Vulnerable Adults (Appendix 4)

Evidence (copy of certificates) that you have Employers and Public Liability Insurance (minimum Cover £10,000,000.00)

Additional Information

As part of their tender submissions, bidders are required to submit their Social Value Offer based on an assumed total contract value of £200,000 per annum. The amount of Social Value offered by a bidder will be converted into a percentage figure by dividing the Social Value Proposal by the assumed Contract Value to arrive at a Social Value ‘additionality’ percentage. The actual Social Value that a bidder will be required to provide will be based on the value of the draw down multiplied by the percentage SV ‘additionality’ figure.

The overall Social Value weighting for the procurement, i.e.:
