NHS Arden & Greater East Midlands Commissioning Support Unit (NHS Arden & GEM CSU) on behalf of Lincolnshire Integrated Care Board (the Commissioner) would like to invite potential Bidders to provide general dental services for patients in Mablethorpe. The service commencement date is 1st December 2023.<br/><br/>Please note the deadline for ITT submissions is 12:00 midday on 29th June 2023.<br/><br/>This procurement has been advertised in accordance with the requirements of the Public Contracts Regulations 2015 (as amended) (the “Regulations”) to the extent that the Regulations relate to services within the scope of Schedule 3 thereto (Social and Other Specific Services). The Commissioner and AGCSU are, therefore, bound only by those parts of the Regulations applying to Schedule 3 services.

II.2.4) Description of the procurement
The Commissioner is aware that a provider for Mablethorpe General Dental Services has not been secured after two rounds of procurement previously. The Commissioner is keen to re-procure General Dental Services within Mablethorpe.<br/><br/>Details relating to the proposed procurement in brief are as follow:<br/><br/>• Proposed contract length: 5 years with the option to extend for a further 2 years (depending upon satisfactory annual performance reviews), with a maximum total contract length of 7 years. Total Contract value will be £ 4,594,284.00, subject to extension of the 5 plus 2 contract arrangement.<br/><br/>• Contracted activity levels:<br/><br/>- Year 1 (4 Months pro rata, 1st December 23 – 31st March 2024), 6,205 UDA’s & 68 Sessions (4 per week)<br/>- Year 2 (1st April 2024 – 31st March 2025), 18,614 UDA’s & 208 Sessions (4 per week)<br/>- Year 3 (1st April 2025 – 31st March 2026), 21,028 UDA’s & 104 Sessions (2 per week)<br/>- Year 4 (1st April 2026 – 31st March 2027), 21,028 UDA’s & 104 Sessions (2 per week)<br/>- Year 5 (1st April 2027 – 31st March 2028), 21,028 UDA’s & 104 Sessions (2 per week)<br/>- Year 6 (1st April 2028 – 31st March 2029),21,028 UDA’s & 104 Sessions (2 per week)<br/>- Year 7 (1st April 2029 – 31st March 2030), 21,028 UDA’s & 104 Sessions (2 per week)<br/>- Year 8 (8 months pro rata 1st April 2030 – 30th November 2030), 14,019 UDA’s & 70 Sessions (2 per week)<br/><br/>• The Commissioner is offering £28.00 per UDA<br/>• The Commissioner is offering £650 per Session.<br/>• Golden Hello payments of up to £15,000 is available to assist with the retention and recruitment of Dental Nurses, Dental Therapists, and Dentists to this service<br/>• Proposed surgery opening hours: Core hours 08:00 to 18:30 Monday to Friday<br/>• The Commissioner requires the service to be provided in a fixed NHS Property Services premises - Marsico Medical Practice, Stanley Avenue, Mablethorpe, Lincolnshire, LN12 1DP.<br/>• The Commissioner intends to provide a significant subsidy for anticipated Total Annual Charges (including Annual Total Rent Charges, Annual Total Rates, Annual Total Service Charges, Annual Total Facilities Management) for the associated premises costs, this will be in the region of £98,000 for year one and is available annually.<br/>• The services must be operational on the expected service commencement date of 1st December 2023.<br/><br/>*There may be flexibility to support the delivery of 18,800 UDAs earlier than the second year of contract; subject to the commissioner having availability of funds, patient demand and availability of the workforce.
