YPO is one of the largest public sector buying organisations in the UK, purchasing on behalf of many other public sector organisations. YPO provides a professional procurement service that allows our public sector customers to enjoy cost and efficiency savings through our substantial bulk buying power and the convenience of our ‘one stop shop’. Based in Wakefield, in close proximity to the M1 and M62 motorways, YPO is a large employer in the city and is governed by a joint committee of local authorities. YPO operates nationally supplying Schools, Colleges and Universities, in addition to all major Local Government departments including Social Services, Catering, Transport, Highways, Building Services, Administration and Waste Management as well as Emergency Service Authorities.

II.2.4) Description of the procurement
YPO are looking for providers to develop an internal contract for freight forwarding services, mainly concerning sea freight, with possibility of utilising air freight occasionally when required. Currently YPO are shipping between 100-130 20 and 40ft containers into the UK annually from global ports including Yantian and Ningbo to Southampton and Felixstowe. The stock is then delivered into YPO’s warehouse in Wakefield.
YPO are keen to engage with suppliers in the market to support the development of our internal contract for freight forwarding services and ensure that the contract is fit for purpose.
In particular, YPO would like to receive feedback from suppliers in respect of the following elements:
• The nature and description of services required.
• Pricing structures applicable.
• Any services considered additional to the above.
Please note, the above list is not exhaustive, and we welcome any feedback that will enable YPO build contract specification and requirements.

Please note that this information is being sought without prejudice and without commitment. Should YPO decide to take this project further, the completion of an RFI or any information provided to YPO by suppliers will not be part of that process nor will the information provided be used to determine the outcome of that process.

VI.3) Additional information
YPO will incorporate a standstill period at the point of notification of the award of the contract
is provided to all bidders. The standstill period will be for a minimum of 10 calendar days, and
provides time for unsuccessful tenderers to challenge the award decision before the contract
is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who
have been harmed or are at risk of harm by a breach of the rules to take action in the High
Court (England, Wales and Northern Ireland).
