II.2) Description
II.2.3) Place of performance
NUTS code:
UK
II.2.4) Description of the procurement
Our large-scale instrument development mass spectrometry imaging (MSI) studies require high mass accuracy (<1 ppm), high mass resolving power (> 400,000) and the ability to couple to a range of third party and home-built atmospheric pressure developmental ion sources. These home-built ion sources were developed for coupling to a Thermo Orbitrap Elite instrument. This package must also have a small footprint, preferably benchtop, profile to fit into our laboratory space. Currently, of commercially available MSI instruments, the Thermo Orbitrap Exploris 480 is the only instrument to fulfil these requirements completely.
II.2.11) Information about options
Options:
No
II.2.13) Information about European Union funds
The procurement is related to a project and/or programme financed by European Union funds:

Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
The Thermo Orbitrap Exploris 480 is the only commercially available mass spectrometry instrument providing the following required combination of characteristics:
• Scan rates up to 40 Hz
• Benchtop, small footprint instrument.
• Compatibility with third party MALDI MSI and LESA ion sources and our existing home-built atmospheric pressure ion sources.
• The mass spectrometer is a high-resolution FT system.
• Achievable mass resolution must be greater than 400,000 FWHM at m/z 200 for all scan modes and both polarities.
A copy of the Regulatory Compliance documentation (CE or UKCA Declaration of Conformity) certificate must be provided with the instrument, which will be reviewing by NPL’s regulatory compliance expert upon receipt.
IV.1.8) Information about Government Procurement Agreement (GPA)
The procurement is covered by the Government Procurement Agreement:
