Stakeholders are likely to include to DfT (Department for Transport), other Government departments and statutory bodies, Local Authorities/Highway Authorities, National Highways, Network Rail, HMRI, public transport operators, developers, professional bodies, business leaders, stakeholders and the general public.

Consultants shall liaise and cooperate as necessary with all consultants employed on projects by TfWM including (but not limited to the following):

• Engineering Consultants

• Environmental Advisors

• Financial Advisors

• Legal & Commercial Advisors and

• Other advisors that TfWM may engage

The strategy for whether the framework is divided up into specific Lots or not is still to be determined and feedback is sought. Current thinking is that it could consist of the following four Lots:

• Lot 2 – Transport Planning

• Lot 3 – SME specialist skills

• Lot 4 – Secondments

Consultants could bid for some or all of the eventual Lots decided.
