The Supplier, referred to as QCA Impact Evaluator, will be the national organisation or consortium responsible for leading the scope of the work with Sport England and Local Delivery Pilot sites who have agreed to act as case-study sites for the QCA.

Justification:
Sport England used the accelerated open procedure. This was due to the need to have an identified supplier prior to the end of the calendar year. Unforeseen circumstances within Sport England led to a delay in the issuance of these tender documents, which were originally prepared in August 2022. This was clearly stated on the opportunity notice.
