This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or Procurement Act Regulations 2023 do not apply to this award.
The intention is to award this contract under the most suitable provider process. The contract is for the provision of Breastfeeding peer support services from 1st September 2025 to 31st August 2027, with the option to extend for a further 12 months.

II.2.4) Description of the procurement
This notice is an intention to award a contract under the most suitable provider process for the provision of breastfeeding peer support services. This is an existing service awarded to an existing provider, the Breastfeeding Network.
As part of the extensive children and families offer, the Council is committed to working collaboratively to support the 'Best Start in Life' initiative and as such, wish to commission a Peer-Led Breastfeeding Support Service, to complement the existing work on infant feeding, and normalising breastfeeding within the city.
The lifetime value of the contract is £148,000. The services are to be provided between 1st September 2025 to 31st August 2027, with the option to extend for a further 12 months.

The decision makers are commissioners of the Public Health Directorate at Portsmouth City Council. Declared and potential conflicts of interest were assessed and none were identified.
The Key Criteria were weighted as stated below:

It was deemed that Criteria 1,3 and 4 were of most importance due to the integrated and collaborative nature required from the service as part of the wider infant feeding system. The First 1,001 days is evolving as a life course stage, and the service needs to be innovative, flexible and ensure provision is at a high standard of quality. Focusing on continuous improvements to access, uptake, and service user journey and supporting a reduction in inequalities.
The provider identified as the Most Suitable Provider demonstrated that they satisfy the above Key Criteria and provided assurance to the decision makers of their skills, knowledge and experience in delivering the service.
