Abstract

EEBs are dedicated support hubs based within every FEI in Wales, designed to provide coordinated and structured support to help learners transition confidently from education into employment or self-employment. They deliver coordinated programmes designed to build employability, enterprise and entrepreneurial skills, supporting learners to access job opportunities, develop confidence, and navigate successful post-education pathways. The purpose of this process and outcomes evaluation is to assess the effectiveness, impact, and strategic alignment of Employment and Enterprise Bureaus (EEBs) operating within Welsh FEIs. The evaluation will explore how EEBs support learner employability, entrepreneurship, and wider local economic development, and will identify opportunities to strengthen future delivery and collection of data to support monitoring and evaluation. The evaluation will explore how EEB’s are currently being implemented across different regions and institutions, assess the fidelity and consistency of delivery and impact against strategic aims, and identify new ideas for monitoring progress.
