Explanation
The provider must reliably deliver services within remote/rural constraints. Market capacity on Jura is highly constrained. Given the health/social‑care nature and the below‑threshold value, and the operational requirements (OOH windows, ferry handovers, integration with Highland Hub/SAS), no other service providers in Highland and Argyll and Bute could carry out this contract.
