Explanation
These are supplies ands services intended as a partial replacement and upgrade of, and extension to, an existing software installation, where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility with, and disproportionate technical difficulties in operation and maintenance of, our cloud computing and virtualization technology environment.
