This contract is about building on the success of our initial senior leadership programme that was implemented during 2025, we now aim to extend this blended approach to all leaders across the organisation (approximately 600 colleagues), spanning entry-level grades through to executive level. The direct award justification for this contract is covered in Schedule 5 of the PA23 Direct Award in Special Cases - Additional or repeat goods, services or works.

Franklin Covey was appointed in 2025 through a compliant call off from Government Commercial Agency DPS and has since delivered a leadership programme to the Executive and SMT cohort. That programme is already established and being used, and there is now a need to extend it across all leaders as part of SLC's transformation Enable programme.
