The North Wales Youth Justice Service seeks to commission an independent, time limited feasibility and options appraisal relating to the development of a regional approach to remand avoidance in North Wales.
Individually we have very low usage of remand across the four Youth Justice Services (6 local authorities) however we think work could be done to look at a collective approach which would provide Bail Intensive Supervision and Surveillance, resettlement, and possibly complex case accommodation/placement support.
The commissioned work should take account of Welsh policy direction, safeguarding duties and local authority responsibilities, and propose options that are realistic, proportionate and deliverable within the North Wales context.

The appointed company or supplier will be required to produce a comprehensive Feasibility and Options Appraisal that addresses all specified key outcomes, and clearly sets out the proposed methodology, key activities, deliverables, milestones, and an appropriate delivery timeline.
