Abstract

This procurement establishes a multi-lot framework for civils, buildings, overhead line and underground cable works across Scottish Hydro Electric Transmission’s large capital delivery portfolio in Scotland.

The framework covers six lots:

-civils works up to £10m

-civils works over £10m

-buildings and infrastructure

-overhead line pole construction

-overhead line tower construction

-underground cable construction

It is intended to appoint long-term strategic partners with the capability and capacity to deliver design, management, construction, testing and completion works, supporting network investment, renewal, customer connections and the transition to net zero. The framework has a potential total value of up to £7.4 billion, with lot specific framework appointed for a period up to eight years.

• Defined, well scoped packages with repeatable delivery characteristics.

Indicative scope may include:

• Substation site clearance and earthworks.

• Foundations for plant (excluding specialist or high risk structures).

• Internal substation roads, hardstanding and drainage.

• Access track construction, strengthening and minor realignments.

• Public road improvements of limited complexity (e.g. passing places, junction tie ins).

• Standard ducting, cabling, troughing and fencing.

Lot 3- Buildings & Infrastructure

This lot covers the design, management, construction, testing and completion of Buildings and Infrastructure projects with the scope including but not limited to:

Buildings

• Storage buildings, training school facilities, accommodation and welfare facilities

• Office buildings

• Upgrades, refurbishments, and extensions to existing.

• Internal fit out works to new and existing buildings, including partitions, raised access floors, finishes, cable management systems, containment, and earthing and bonding.

• Mechanical and electrical fit out of building services within new and existing buildings.

• Replacement of RAAC roof structures were identified

Design Management and Development

• Establish and manage a suitably qualified design team covering all design and construction aspects of the project.

• Undertake surveys necessary to complete the project.

• Carry out gap analysis and value engineering, as appropriate.

• Develop, complete, and manage design, including managing responses to planning conditions.

• Prepare interim and final RIBA Stage 4 drawings and reports.

• Complete room data sheets and room layouts.

• Prepare and maintain the BIM model for design and construction, including updating any RIBA Stage 3 information produced by others.

Planning, Programming and Coordination

• Develop the Construction Phase Plan and detailed programme.

• Attend and lead a project kick off meeting to agree deliverable stages and key milestones.

• Assist with coordination alongside the Project Manager, Project Sponsors, and stakeholder engagement activities.

• Support utility investigations and statutory enquiries.

• Prepare planning application deliverables, including DAS, DIAs, visualisations’, noise studies, CTMPs, designs

Enabling and Construction Works

• Undertake any enabling works identified, including service diversion works.

• Prepare design and specifications, coordinating SSEN T fit out, IT, and OT designs and incorporating these into the Works Information.

Health, Safety, Environment and Sustainability

• Fulfil all duties required of the Main Contractor under CDM Regulations, supporting other duty holders as required.

• Complete SSEN T Gate process documentation, including but not limited to:

- Design Risk Management Index (DRMI)

- Hazard Identification Workshops (Design HAZID, Construction HAZCON, Operational HAZOP)

- Project safety reviews and reports

• Develop carbon and sustainability assessments

• Prepare Environmental Management Plans, Environmental and Biodiversity Net Gain reports.

Training School Specific Infrastructure

• Delivery of offline electrical substation works including substation, associated control, AIS and GIS buildings and OHL works
