III.1.2) Economic and financial standing

List and brief description of selection criteria:

Bidders will be required to demonstrate adequate economic and financial standing to perform the contract. This will include provision of general financial turnover over the last three financial years and confirmation of sufficient financial capacity to deliver the services.


Minimum level(s) of standards required:

Bidders must also confirm that they hold, or will commit to obtain prior to contract commencement, the following minimum levels of insurance:

Employer’s (Compulsory) Liability Insurance: GBP 5,000,000

Public Liability Insurance: GBP 5,000,000

Third Party Motor Vehicle Liability Insurance: GBP 20,000,000

This will include provision of general financial turnover over the last three financial years and confirmation of sufficient financial capacity to deliver the services.

The Contracting Authority reserves the right to undertake independent financial checks and request additional supporting information where necessary.

III.1.3) Technical and professional ability

List and brief description of selection criteria:

Bidders will be required to demonstrate appropriate technical and professional ability to perform the contract.

Demonstration of appropriate arrangements for health and safety, environmental management and legal compliance in the delivery of the services.


Minimum level(s) of standards required:

This shall include:

Provision of a minimum of two (2) relevant examples of similar services delivered within the last three years, demonstrating experience of skip hire and/or waste management services of a comparable nature and scale;

Evidence of suitable resources, personnel, equipment and operational capacity to deliver the services across the relevant geographical areas and Lots;

Confirmation of compliance with all relevant statutory and regulatory requirements, including holding appropriate licences, registrations and authorisations necessary to deliver waste management services;

Demonstration of appropriate arrangements for health and safety, environmental management and legal compliance in the delivery of the services.

The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:

The Council has considered the inclusion of a subcontracting clause and determined that it is not necessary for this procurement.

The contract has been structured into five distinct Lots, based on geographic areas and specialist waste streams, to promote accessibility and participation from a broad range of suppliers, including SMEs. This lotting approach reduces delivery complexity and is expected to result in services being largely self-performed by appointed Contractors using their own resources and infrastructure.

The risks typically associated with subcontracting are further mitigated through the specification, method statement requirements, and contract management arrangements, which require bidders to demonstrate how they will deliver the services, including the use of any subcontractors where applicable.

A summary of the expected community benefits has been provided as follows:

Bidders will be required to support the delivery of community benefits as part of the contract, proportionate to the value and scope of the services. This may include creating opportunities for local employment, apprenticeships and training, engagement with SMEs, third sector organisations or supported businesses, and contributing to local community initiatives. Suppliers will be expected to demonstrate how these benefits will be delivered, monitored and reported throughout the contract term.
