Abstract

Newport City Council is carrying out an under threshold procurement advertised in the via Sell2Wales and eTenderWales, under the Open Procedure of The Procurement Act 2023 to put in place a contract for the Tredegar Park Lodge Café tender. A permanent café concession at Tredegar Park Recreation Ground would provide a much-needed, year-round facility that enhances the visitor experience, encourages longer stays, and supports greater use of the site. Currently, provision for refreshments is limited and inconsistent, which can restrict the appeal of the park for families, event attendees, and regular users. A permanent café would create a welcoming focal point, improve passive surveillance, and contribute to a stronger sense of place. It would also support health and wellbeing by encouraging outdoor activity, while generating income that can be reinvested into the maintenance and improvement of the park. More broadly, it would contribute to the local economy by creating jobs, attracting more visitors to the area, and increasing footfall that benefits surrounding businesses, helping to position Tredegar Park as a key destination within the wider community.
