II.2.4) Description of the procurement
Scottish Procurement is establishing a collaborative framework agreement for Mobile Voice and Data Services for Scottish public and third sector bodies. Consideration is being given to replace the current framework for a period of up to 4 years. The current single supplier framework is due to expire on 14 April 2027. The scope for this framework is still being developed but is likely to include voice and SMS, a range of individual and shared data services, devices and accessories, international tariffs, professional services, lone worker services, mobile internet of things (IoT) services, mobile device management, business mobility applications, device managed service, WiFi calling, Teams mobile. Other relevant services may be included prior to the issue of the Contract Notice.

VI.3) Additional information
Work has commenced on the third generation of the mobile voice and data services sourcing strategy. This includes the establishment of a user intelligence group comprising members of the Scottish public sector and end users of these services and who provide input and assistance with the strategy development. To complete and finalise the strategy, Scottish Procurement recognises the value of suppliers and industry bodies having the opportunity to contribute to this process on a non-competitive, non-judgemental basis.
To enable this, Scottish Procurement has drafted a Request for Information (RfI) and suppliers and other interested parties should read, populate and return the RfI . A link to the RfI is contained within the main RFI document, attached to this notice.
Views/comments in connection to the RfI are required by midday on 30 June 2026.
This notice is issued for information only and does not constitute a call for competition.
Any collaborative arrangement for Mobile Voice and Data Services will be available to the Scottish public and third sector bodies detailed within the Contract Notice.
Following receipt of responses to the RfI, Scottish Procurement may engage directly with interested Suppliers to obtain further market intelligence.
Scottish Government and the Scottish Ministers shall have no liability for any costs, however incurred, by those organisations engaging in the RfI process, attending any information meetings, or having any involvement in the proposed procurement process.
