Questions and scoring matrix:
Please provide answers to the following questions across 2 sections.
Your answers will be scored percentage wise as stated in each question to allow for a scoring matrix.
Section 1: Price - this will account for 30% of the bid score.
Based on a fictional careers centre located in Welshpool, Wales, please provide a single price for all the elements listed below.
Include the cost for site visits, production and installation.
For reference, please see appendix A which includes images of existing centres with current branding and examples of the elements mentioned below.
A: Site visit to Welshpool.
B: Removal and replacement of existing branding including:
External:
• Header tray: Size: 5000mm wide x 1000mm high. Suggested material: Fabricated Aluminium Sign Tray with vinyl insert.
• Windows: Size: 5000mm x 3000mm high. Suggested material: Contravision.
Internal:
• Speech bubbles (6 of these are needed): Size of each: 750mm x 750mm. Suggested material: Epson Inkjet onto Wall wrap SAV - Textured Laminate Cut & Weeded.
• ‘Welcome to’ wall vinyl: Size: 2000mm wide x 1500mm high. Suggested material: Inkjet Print onto Digimura Wallcovering.
• Door numbers (4 of these are needed): Size of each: 51.8cm x 18.9cm. Suggested material: Epson Inkjet onto Gloss Clear Monomeric SAV Rear Mounted to 3mm Clear Acrylic Backed with 3mm Foam PVC VHB.
• Window frosting (2 of these are needed): Size 1: 1730mm high x 2300mm wide. Size 2: 575mm high x 2300mm wide. Suggested material: Vinyl: Etched Glass Window Film Silver Crystal.
Section 2: Quality - this will account for 70% of the bid score.
A: Relevant experience of working on similar projects - this will account for 30% of the bid score.
Please detail in no more than 300 words an example, including images where applicable of where you have worked on similar projects.
B: Personnel - this will account for 10% of the bid score.
Please detail in no more than 300 words the experience, including evidence of the personnel who will work on this brief and project.
C: Environment - this will account for 10% of the bid score.
Careers Wales embrace sustainable development principles in all aspects of procurement to ensure that environmental, social and economic factors are considered within the framework of value for money. In no more than 200 words, please provide details of any environmental certificates that you hold and include a brief description of how you:
• Reduce waste to landfill
• Recycle materials
• Reduce water consumption
• Manage business mileage
D: Ethical employment - this will account for 10% of the bid score.
Please describe in no more than 200 words how you will commit to fair working practices for workers engaged in the delivery of this contract (including any agency or sub-contracted workers).
E: Net Zero - this will account for 10% of the bid score.
Please detail in no more than 200 words your carbon reduction commitments, giving examples how you would minimise the carbon footprint in providing the service.
Scoring
The contract will be awarded based on the following scoring methodology:
Section A: Price 30%
The lowest price submitted will be awarded a score of 30 for price alone, with tenderers thereafter being allocated a relative score which will be 30 marks less the percentage difference from the lowest price.
For example, lowest price is £4000 and the next lowest is £5000 the second lowest tender would score 30 – (1000/4000x30) = 7.5 = score of 22.5.
This score will be combined with the quality score to give an overall score for each tenderer.
Section B: Quality 70%
The following marks are allocated to each section:
• Experience 30%
• Personnel 10%
• Environment 10%
• Ethical employment 10%
• Net Zero 10%
1. Very good or fully compliant submission which meets all requirements and is fully explained in comprehensive detail = between 80 and 100% of the marks available.
2. Good or fully compliant submission which meets all the requirements and is explained in reasonable detail = between 60% and 80% of the marks available
3. Satisfactory or compliant submission which meets the essential requirements and is explained in adequate detail = 40% and 60% of the marks available.
4. Weak or partially compliant (minor issues) submission where some areas fall short of requirements and is poorly explained = 20% and 40% of the marks available.
5. Unacceptable or non-compliant (major issues) submission which fails to meet requirements and is not explained = up to 20% of the marks available.
The overall scores will be combined to give an overall score for each tenderer. The tender will be awarded to the company achieving the highest score out of a maximum 100%.
