Powys County Council (“the Council”) is seeking to appoint a suitably experienced, qualified, and competent provider to deliver External Day Opportunities for adults with a learning disability.
The Service will support individuals to achieve their personal outcomes, including enabling choice and control over their own lives. All care and support decisions will be underpinned by the presumption that individuals have the capacity to make decisions about their lifestyle, unless assessed otherwise. The Service is intended for individuals eligible for Adult Social Care support who have been assessed by Powys County Council Adult Services as requiring Day Opportunities.
The Service Provider and the Council must ensure that all outcomes for service users are realistic, measurable, and aligned with identified needs, as well as the seven well-being goals set out in the Well-being of Future Generations (Wales) Act 2015. Outcomes must also be deliverable within the agreed budget.
The contract will be for an initial period of three (3) years, with the option to extend for up to a further one (1) year plus an additional one (1) year at the Council’s discretion.
This contract is being procured under the Light Touch Regime in accordance with Section 15 of the Procurement Act 2023. The procurement is conducted under Section 9 of the Act and is governed by the Procurement (Wales) Regulations 2024, which apply to light touch contracts for specified services.
