Westminster City Council, and the Royal Borough of Kensington and Chelsea,- Bi-Borough- is recommissioning a community-based Sexual Health Promotion, Prevention and Support Service.
The service will deliver a comprehensive model of sexual health promotion, prevention and non-clinical support including outreach, digital engagement, targeted interventions and personalised support for priority populations, with the aim of improving sexual health outcomes and reducing inequalities.
The service forms part of the Councils’ statutory public health functions under the Health and Social Care Act 2012

The Councils require a provider to deliver a Sexual Health Promotion, Prevention and Support Service across Westminster and Kensington and Chelsea.
The service will include (but is not limited to):
Universal and targeted sexual health promotion
Outreach and engagement with priority populations
Digital and virtual service delivery
Confidential advice, signposting and support
Specialist HIV-related support and wellbeing provision
Integration with clinical sexual health and wider public health services
The service will place a strong emphasis on reducing health inequalities and supporting high-risk or underserved groups including young people, LGBTQ+ residents, people with learning disabilities and ethnically diverse communities.
Delivery is suitable for partnership‑based models, and the Contracting Authority welcomes bids from single providers, consortia, and providers proposing subcontracting arrangements.

The Contracting Authority undertook pre‑procurement market engagement prior to the commencement of this procurement, including a supplier engagement event and stakeholder discussions, to inform the service specification, delivery model and procurement strategy.
The engagement was conducted in a transparent and proportionate manner and did not confer any advantage on any individual supplier. Information obtained through this process has been anonymised, aggregated and made available to all bidders through the procurement documentation to ensure equal treatment and a level playing field.
This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023.
