Abstract
City of Bradford Metropolitan Council is seeking to establish a multi-provider framework agreement for the provision of specialist one-to-one tuition and mentoring services to support children and young people who are unable to access mainstream education or who require additional educational support. The framework will deliver high-quality educational interventions to: • Children in care and care leavers • Pupils with Special Educational Needs and Disabilities (SEND) • Pupils excluded from school or at risk of exclusion • Children receiving Education Other Than at School (EOTAS) • Young people not in education, employment or training (NEET) Provision may be required across a range of locations, including Bradford district and nationally (England, Scotland, Wales), and must be capable of rapid mobilisation (typically within 48 hours). Framework operation description
The Framework Agreement will operate as a multi-supplier framework for the provision of specialist one-to-one tuition and mentoring services across three defined Lots. A limited number of Providers will be appointed to each Lot (up to 10 Providers for Lots 1, 2, and 3) Call-off contracts may be awarded via: Direct award, or Mini-competition between appointed Providers within the relevant Lot.
