We require a Contractor with experience of similar projects, working with young people or in a classroom environment, or other comparable scenarios. Examples of these and information on how these projects were planned and managed should be included in a submission.

The Contractor must also be able to conduct the filming and editing competently and confidently through the medium of Welsh.

Pre-production

The Client will require one project initiation meeting with the Contractor and anticipates further regular phone calls and emails.

.

The Client will identify and contact the schools to explain the purpose of the filming, arrange the dates for filming and obtain written consent from children and staff for filming using the Client’s consent forms. During the filming, the Contractor will be expected to carefully manage and liaise with the school to only film learners that have permission to take part.

The Client will liaise with the contractor in order to agree availability.

Location & travel

The Contractor will be required to travel to 18-26 schools across Wales:

Primary 4-6 English medium, 4-6 Welsh medium

Secondary 4-6 English medium, 4-6 Welsh medium

Pupil Referral Unit 1 Secondary & 1 Primary English medium

The exact schools have not yet been identified, but for the purposes of this tender, Contractors should quote on the basis of 400 miles (with the mileage rate identified) and three overnight stays. Please note that Estyn will manage the booking of any overnight stays and be responsible for accommodation costs. In the event of other costs being incurred for an overnight stay, please indicate the details on the Pricing Schedule.

It is anticipated that this project will require a minimum of 13 filming days and a maximum of 21. Quotes should be submitted for the maximum, with an indication of filming day rate. In the event that fewer filming days are required, the Contractor should invoice accordingly at the end of the project.

Content

Each film should be a minimum of minutes 30 long. We require a Contractor to film a lesson, capturing the following aspects:

• The teacher – how they deliver the lesson and work with learners

• Samples of learners’ work (close-up shots which could be filmed after the lesson to show what pupils have/haven’t achieved.)

• Learners’ participation in the lesson, including how they work in pairs and small groups and their responses to the teacher’s questions

• How classroom assistants interact with pupils

Where applicable, we are also looking to portray:

• Literacy and numeracy development across the curriculum

• Foundation Phase

• The use of ICT/ new technology

• Teaching and assessment that takes into account the needs of all learners

• The use of Welsh language by both staff and pupils.

• The management of behaviour (especially in PRUs)

Estyn wishes to reflect a mixed quality of lessons. In the primary sector we need both good and adequate lessons. However, in the secondary sector we are aiming to film only good or better lessons. The Contractor will receive advice from Estyn at the initial meeting about how this can be captured. In addition, an Estyn staff member will attend the filming where possible.

.

Equipment

Two camera angles will be required – for example, one fixed angle throughout the lesson and another that can capture closer interactions. We anticipate this should be possible using one camera operator.

.

It will generally not be practical to introduce any extra lighting and a Contractor will have to manage this aspect within the constraints of a classroom.

.

The Contractor may wish to consider using a microphone for the teacher.

.

Post-production

.

The film will need to be edited to combine the two camera angles and ensure a focus on relevant content. Estyn can advise on which content is particularly relevant either through attending the filming, or reviewing raw footage.

Subtitling and voiceovers will not be required.

.

Opening and closing title cards will be required with the Estyn logo (supplied by Estyn) and the disclaimer.

.

The final films should be supplied both digitally and two copies on DVD.
