Abstract

Welsh Government currently funds the All Wales Domestic Abuse and Sexual Violence Helpline, a bilingual information sign-posting service, to help and guide people with experience of domestic abuse or sexual violence, who are in need of information or access to support services. The Helpline is open to victims from all genders (including transgender) and all types of relationship. There is also no age limit or ethnicity barrier to calling the Helpline as gender-based violence, domestic abuse and sexual violence can affect anyone. The Welsh Government is re-tendering for the delivery of the All Wales Domestic Abuse and Sexual Violence Helpline – to be known as the Live Fear Free Helpline following the award of the contract. Welsh Government wishes to enter into a contract for the Live Fear Free Helpline for an initial period of 36 months, with an option to extend for 2 years subject to annual reviews. They are looking to appoint a Provider who can demonstrate they fully understand and can meet the requirements outlined in the Invitation to Tender (ITT) document, through proven knowledge, experience and robust governance arrangements. The Client wishes to enter into a contract for 3 years, with a contract start date of 01 October 2015 and end date of 30 September 2018. The Client will have the option to utilise a 2 year extension period, however this will be subject to annual performance reviews.

The Value stated within this notice is the value for the full 5 year contract and includes the value of any subsequent extension period utlised, excluding VAT.

Note: It is the intention of the Client to award this contract from 01 July 2015, although it will not commence until 01 October 2015, to allow a sufficient contract handover period.

Contract Value Clarification
Please note that all prices quoted are exclusive of VAT as per Procurement Regulations to ensure a level playing field which is stated clearly in the pricing schedule. The value range is £360,000 to £375,000 per annum excluding VAT and prices submitted must not exceed the £375,000 annual value.

Estimated contract value
As a result of a review of the estimated value of this contract it has become apparent that the impact of VAT was not accounted for. Therefore when the Client (in compliance with the EU Procurement Regulations which requires that the indicative value of all contracts must be advertised Net of VAT) initially advertised this contract, there appeared to be a reduction of £76,000 per annum on the contract value – the cost of the VAT – when compared to the value for the period of the previous contract (from 2011 to 2015). However, it was never the intention of the Client to reduce the budget available for this contract and as a result we can confirm that the estimated value of this service per annum is £455,000 (excluding VAT) and not that previously advertised of £360,000 - £375,000 (excluding VAT).
