Short description of the contract or purchase(s)
Hull and mechanical spare parts for warships. Constructive equipment. Maritime Equipment Systems has a future requirement for the supply, manufacture, repair, and provision of technical assistance services for a wide and diverse range of ‘marinised’ constructive equipment used onboard Royal Navy and Royal Fleet Auxiliary vessels. The requirement will cover general and heavy duty constructive equipment (to include but not necessarily limited to mooring, anchoring, upper deck safety, lifting and observation equipment). It will require the successful candidate to demonstrate competence and experience with the manufacture, repair and, in some instances, testing of constructive equipment. This will include the requirements associated with the Low Magnetic Equipment required by the Mine Counter Measures (MCM) Flotilla. The equipment will include, but is not necessarily limited to;
— Replenish At Sea (RAS) Equipment,
— Guardrails, Stanchions and Safety Nets,
— Hangar Doors,
— Non Slip Treads,
— Bridge Windows,
— Bridge Window Wipers,
— Covers and Screens,
— Ladders,
— Accommodation Ladders,
— Brows,
— Upper deck Lifelines.
— Ceremonial Equipment,
— Upperdeck Fixtures/Fittings,
— Side, Stern and Internal Ramps,
— Link Plates,
— Upperdeck and Ammunition Lockers,
— Engineering and Infrastructure Support to RAS Rig at HMS Raleigh, including high level maintenance, testing and legislative compliance.
Contract requirements may include but not be limited to the following services and supply:
— Project management,
— Post design services,
— Provision of spares and consumables,
— Repairs of spares and components,
— Overhaul of equipment and sub-assemblies,
— Provision of reactive engineering support,
— Rationalisation of spares lists,
— Obsolescence management,
— Training.
The contract may contain lists of items that will only require pricing during the duration of the contract when ordered by the Authority.
Suppliers wishing to express an interest in this requirement are required to complete and submit a pre-qualification questionnaire to confirm their suitability including a copy of their accredited 3rd Party (or Government Issued) Quality Management System (QMS) certification which includes an appropriate scope to meet the requirement.

Total quantity or scopeThe Hull and Upperdeck Equipment (H&UE) enabling contract will cover spares, repairs and associated services for those elements of the Anchor & Mooring, Aviation Support, Platform Access, RAS, Upperdeck equipment and mechanical handling master equipments for replacement of services provided under several other contracts. Platforms supported include all in-service warship classes and all in-Service submarine classes. Relevant platform OSDs range from 2022 to 2050. Bids by competent suppliers shall be made against this single Lot of equipment.
No business whatsoever is guaranteed under any resulting framework agreement or contract indeed there is no guarantee that any framework agreement or contract will be put in place in relation to this notice. No compensation etc. will be paid if a tender or resulting framework agreement is withdrawn for any reason. Bidders should take part in this process only on the basis that they fully understand and accept this position. |

The Authority reserves the right to amend any condition related to security of information to reflect any changes in national law or government policy. If any contract documents are accompanied by a Security Aspects Letter, the Authority reserves the right to amend the terms of the Security Aspects Letter to reflect any changes in national law or government policy whether in respect of the applicable protective marking scheme, specific protective markings given, the aspects to which any protective marking applies or otherwise.

Personal situation
The Authority will apply all the offences listed in Article 39(1) of Directive 2009/81/EC of the European Parliament and of the Council (implemented as Regulation 23(1) of the Defence and Security Public Contract Regulations (DSPCR) 2011 in the UK) and all of the professional misconducts listed at Article 39(2) of Directive 2009/81/EC (see also Regulation 23(2) in the DSPCR 2011) to the decision of whether a Candidate is eligible to be invited to tender.

Candidates will be required to sign a declaration confirming whether they do or do not have any of the listed criteria as part of the pre-qualification process.

Candidates who are guilty of any of the offences, circumstances or misconduct under Article 39(2) may be excluded from being selected to bid at the discretion of the Authority.
