The International Guns Missiles and Rockets Team (IGMR), part of the UK Ministry of Defence is seeking expressions of interest for the Design And Provision Of Services Packaging Instruction Sheets (SPIS) and Supply Of Reusable Moulded Plastic Special To Type Containers With Custom Designed Foam Inserts To House IGMR Gun Systems, In accordance with the designed SPIS for the following IGMR Gun Systems:
a. M134DC/M323 Machine Gun
b. M134DC Role Kit 1
c. M134DC Role Kit 2
d. M60D Machine Gun
e. M3M Machine Gun
f. M323 Barrel Box
g. M323 Gun Drive and Components
There is likely to be an inital order and further purchases of additional Services Packaging Instruction Sheets and Special To Type Containers and Associated Spares shall be covered by an enabling schedule within the contract covering a 5 year period.

Total quantity or scopeThe International Guns Missiles and Rockets Team (IGMR), part of the UK Ministry of Defence is seeking expressions of interest for the Design And Provision Of Services Packaging Instruction Sheets and Supply Of Reusable Moulded Plastic Special To Type Containers With Custom Designed Foam Inserts To House IGMR Gun Systems, In accordance with the designed SPIS for the following IGMR Gun Systems:
a. M134DC/M323 Machine Gun
b. M134DC Role Kit 1
c. M134DC Role Kit 2
d. M60D Machine Gun
e. M3M Machine Gun
f. M323 Barrel Box
g. M323 Gun Drive and Components
The initial production order shall cover the purchase of the following approximate quantities:
a. In the initial year a quantity 31 off STC for M134DC/M323 Machine Gun and an additional quantity of 30 off STC for M134DC/M323 Machine Gun each subsequent year
b. Quantity 4 off STC for M134DC Role Kit 1
c. Quantity 4 off STC for M134DC Role Kit 2
d. Quantity 6 off STC for M60D Machine Gun
e. Quantity 64 off STC for M3M Machine Gun
f. In the initial year a quantity 30 off STC for M323 Barrel Box and an additional quantity of 30 off STC for M323 Barrel Box each subsequent year
g. In the initial year a quantity 10 off STC for M323 Gun Drive and Components in the second year 40 off STC for M323 Gun Drive and Components
Further purchases of additional Services Packaging Instruction Sheets and Special To Type Containers and Associated Spares shall be covered by an enabling schedule within the contract covering a five year period.
The Pre-Qualification Questionnaire will be used to assess potential suppliers against the minimum standards of capability and capacity required to perform the contract. This includes questions on the potential contractors ability to produce Services Packaging Instruction Sheets for plastic reusable Special to Type Containers with Custom Foam inserts and their ability to provide these.
No business whatsoever is guaranteed under any resulting framework agreement or contract indeed there is no guarantee that any framework agreement or contract will be put in place in relation to this notice. No compensation etc. will be paid if a tender or resulting framework agreement is withdrawn for any reason. Bidders should take part in this process only on the basis that they fully understand and accept this position. |

Personal situation
The Authority will apply all the offences listed in Article 39(1) of Directive 2009/81/EC of the European Parliament and of the Council (implemented as Regulation 23(1) of the Defence and Security Public Contract Regulations (DSPCR) 2011 in the UK) and all of the professional misconducts listed at Article 39(2) of Directive 2009/81/EC of the European Parliament and of the Council (see also Regulation 23(2) in the DSPCR 2011) to the decision of whether a Candidate is eligible to be invited to tender.

Candidates will be required to sign a declaration confirming whether they do or do not have any of the listed criteria as part of the pre-qualification process.

Candidates who are guilty of any of the offences, circumstances or misconduct under Article 39(2) may be excluded from being selected to bid at the discretion of the Authority.

Objective criteria for choosing the limited number of candidates
With the exception of Section 6 the Pre Qualification Questionnaire all questions within the the Pre Qualification Questionnaire are marked Pass/Fail. Section 6 of the Pre Qualification Questionnaire contains both Pass/Fail and weighted questions. The weighting reflects the importance of the question in regards to the potential providers capability to perform the contract. The evidence provided by the potential provider in response to these questions will be scored from 0-5. These scores will then be multiplied by the weighting factor to give a total weighted score for the potential provider.
