Tenderers will be required to provide the following Services:
The collection of recyclable materials from a specified collection point.
Transportation of co-mingled material from the collection site to the contractor's facilities/MRF.
Sorting of recyclable materials into separate streams in a manner that optimises revenue and quality of recyclable materials.
Marketing and sale of recyclable material, and onward transportation of separated recyclable materials for processing.
Disposal of any co-mingled material that is not sent for processing.

Total quantity or scope1 tenderer will be successful and an appropriate contract will be set up with The Council for the provision of the haulage, processing, sorting and sale of comingled materials services. The contract for bulking (Lot 1) may also be awarded to the successful bidder, if they have provided bids for both Lots 1 and 2. The main objective of the Contract is to provide an efficient and effective service with a strong emphasis on value for money and increasing recycling. |

OptionsThe Contract is intended to commence on the 1.10.2017 or as otherwise agreed. The contract will be for a period of 4 years until 30.9.2021 with an option to extend by one or more periods of 1 or more years up to a maximum of 7 years up to 30.9.2024.
The total estimated value range stated in Section II.2.1) includes the option to extend period. |

Lodging of appeals
West Oxfordshire District Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers.
Applicants who are unsuccessful shall be informed by West Oxfordshire District Council as soon as possible after the decision has been made as to the reasons why the applicant was unsuccessful.
If an appeal regarding the award of the contract has not been successfully resolved, The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or at the risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.

Short Description
The Council will supply to the Contractor Comingled Material collected by the Council (or its agents) from its municipal collections including bring sites including waste from households and trade premises within the Council Area. The Contract shall not include non municipal waste or Comingled Material that has been collected from outside the borough unless otherwise agreed.
