Short description of the contract or purchase(s)
The reason for this VEAT notice is to extend the current agreements until 31.3.2018 to allow further review of the provision to meet our strategic priorities set out in documents such as the Rotherham Place Plan. Extension of the current contracts will ensure that services can be redesigned, will allow time for the purpose and nature of future preventative services to be agreed in line with the Council's and CCG's Transformation programmes, Corporate Plan, Health and Well-being Strategy and Better Care Fund Plan 2017/19 prior to commencing a competitive tender process.
The Community Occupational Therapy (COT) service is a jointly commissioned service between the Rotherham Clinical Commissioning Group (CCG) and the Council via a pooled budget arrangement under a Section 75 agreement covering the Better Care Fund (BCF).
The COT Service is currently delivered under a block contract agreement by The Rotherham Foundation Trust (TRFT). The current contract expires on 31.3.2017.

accordance with the strict conditions stated in the Directive.
e) Additional works/deliveries/services are ordered under the strict conditions stated in the Directive.

j) All tenders submitted in reply to an open procedure, a restricted procedure or competitive dialogue were irregular or

Other justification for the award of the contract without prior publication of a

k) The contract has as its object services listed in Annex B of Directive 2004/18/EC or in Annex XVII B of Directive 2004/17/EC
l) The contract falls outside the scope of application of the relevant directive.
In addition to the box(es) ticked above please explain in a clear and
comprehensive manner why the award of the contract without prior publication of
a contract notice in the OJEU is lawful, stating in any case the relevant facts,
and, as appropriate, the conclusions of law in accordance with the articles in
the relevant Directive (500 words maximum):
The reason for this VEAT notice is to extend the current agreement for 12 months from the end of the current contract which expires on 31.3.2017. This is to give the CCG and Rotherham MBC an opportunity to complete a strategic review of the Community Occupational Therapy Service. The aim is to go to full OJEU compliant tender after the review has been completed once the CCG/S have had an opportunity to complete a full review and draft a comprehensive and relevant specification.
