Abstract

Citizen Directed Cooperative Toolkit The learning gained through the project will inform production of a toolkit, which will include lessons learned and guidance regarding how a similar model could be developed elsewhere in Wales and in other areas of the UK. The toolkit will be produced in a bi-lingual digital format and will also be available in hard copy and accessible formats, including Easy Read, audio/visual and a version for children and young people. Proposed Objective • To develop a learning resource to promote knowledge and understanding regarding how greater citizen voice, control and independence in Wales can be achieved through the take-up of Direct Payments via the development of citizen directed co-operative support schemes. Proposed Task • To produce a Toolkit; a ‘good practice’ guide aimed at o Direct Payment Support Scheme Networks; o Disabled People /Disabled People’s Organisations; o Citizens currently under-represented amongst existing recipients; and o Public sector organisations, including Welsh Government, Assembly Members, Local Authorities. • Liaise with DWs Policy and Public Affairs Manager and Finance and Resources Manager in the creation of the toolkit.

3.1

Minimum standards and qualification required

The Consultants must have:

• Knowledge, understanding of and commitment to the Social Model of Disability and its implementation.

• Awareness of the strengths, abilities and experience of Disabled People from diverse communities.

• Understanding of and be committed to all equality issues.

• Proven experience designing and producing toolkits

• A proven track record of delivering work to a high standard.

• Extensive knowledge and experience in the Citizen Directed Co-operative Programme subject areas

The ability to:

• Prioritise workload to meet agreed targets and deadlines.

• Work with and relate to people with a wide range of impairments.

• Design and deliver a toolkit through a variety of methods and techniques

• Value the rights, equality and independence of all disabled people

• Disabled people representing their own views and priorities and having the necessary support to do so

• The cultural importance of the Welsh Language

• Evaluation and self-reflection

Change to Proposed Objective and Task for Development of Toolkit
To develop a toolkit on behalf of Disability Wales
Citizen Directed Co-operative Cymru Project

Change to Proposed Objective and Task:
• The CDCC Toolkit should be designed to complement rather than duplicate information provided in the Care to Co-operate Toolkit produced by Wales Co-operative Centre.
• The focus of the CDCC Toolkit is to draw on and share the distinctive learning from the project and specifically regarding the development of a citizen directed/user led co-operative involving Direct Payments recipients.
• The maximum amount available for the development and design of the online digital Toolkit is £8K inclusive of VAT.
• Please note that subject to DW's approval of Toolkit design and content, there is an additional maximum budget available of £X to meet the costs of producing: a Bilingual print version; alternative formats including Easy Read, audio/visual; and a version for young people.
