The University has a requirement to appoint a Design and Build main contractor to work under a 2 stage construction process (with pre-construction and construction stages) for the design and construction of a maritime simulator suite, consisting of the refurbishment of an existing University facility to accommodate a variety of maritime related training simulators, including but not limited to, Ships Bridge and Engine Room simulators, along with associated classroom and staff office spaces. The Contract will be inclusive of the supply and installation of the specialist Simulator Suite and equipment (by the appropriate Simulator sub-contractor), inclusive of a 5 year post contract maintenance period to be provided by the relevant simulator specialist. The successful contractor will be expected to tender, manage and co-ordinate all aspects of the installation of the maritime simulator suite.

Information and formalities necessary for evaluating if the requirements are met: In accordance with the Public Contracts Regulations 2015. To support the financial assessment the University will obtain a financial appraisal report from Creditsafe. This report provides the University with an overall Risk Score which will be used to assess the applicants financial standing. A suitable Performance Bond or Parent Company Guarantee may, at the University`s discretion be accepted, and allowed to override a credit score classed as below expectation (49 or less). Further details are provided in the ITT. Minimum level(s) of standards possibly required: Organisations are advised that the minimum insurance levels are detailed in Appendix 3 of the Invitation to Tender document. For organisations with insurance levels in currencies other than GBP, equivalent currency standards at the time of submission will apply.

Requests for clarifications can only be requested until 26.3.2018 via the In-Tend portal correspondence facility. The University of Southampton is not bound to accept the lowest offer or any tender in full or in part. In accordance with Regulation 50, paragraph (2) of the Public Contracts Regulations 2015 and subject to Article 5 and Annex 5, Part D (13) of Directive 2014 / 24 / EU of the European Parliament and of the Council, the University intend to publish the contract value at contract award stage, and reserved the right to do so. By submitting a tender response tenderers are consenting to publication of this information unless otherwise agreed in advance with the University. Registration on the University`s InTend portal is free. Due to the nature of this requirement it was not deemed suitable to be split into lots.
