The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The award of this contract is justified under Regulation 32(2)(b)(ii) and 32(2)(c) due to the supplier's expertise and in depth technical knowledge of the complexities of DAERA's business IT environment, and unforeseen circumstances in that a recent procurement competition for the services had to be abandoned, and there is a need to continue to provide the services whilst a new procurement is.
