II.1.4) Short description
The Council is seeking a competent Organisation to manage its Leisure Centres and Services. This procurement falls under the Light Touch Regime (as set out in Schedule 3 of the Public Contracts Regulations 2015).
The Contract is for initial period of 10 years with the option to extend for further incremental periods up to a maximum of 5 years in total.
The annual contract value is estimated to be 2 200 000 GBP per annum (based on the current income of the facilities within scope). Total for initial contract period 22 000 000 GBP . Total for maximum contract period 33 000 000 GBP.

II.2.4) Description of the procurement
Facilities in scope:
West Park Leisure Centre, Long Eaton: Gym, group exercise studios, main pool and teaching pools, four-court sports hall, sauna and steam facilities.
Victoria Park Leisure Centre. Swimming pool based in Ilkeston with main, splash and sensory pools, sauna, steam facilities and a small group exercise studio.
Sandiacre Friesland Sports Centre. Dry joint use centre in Sandiacre with gym, four-court sports hall, squash courts and multi-purpose rooms. Externally a 3G pitch.
Rutland Sports Park inc. Pewit Golf Course. Sports park in Ilkeston that includes a number of sports facilities including a 3-court indoor tennis centre, athletics track, 2G full size sand based football/hockey pitch, 9-hole golf course, outdoor tennis courts, gym and meeting rooms.
Proposed Contract is for initial period of ten years with the option to extend for further incremental periods up to a maximum of five years in total. Total contract value over the maximum term is 33 000 000 GBP .

From completed SQ's received, a shortlist will be produced in accordance with the published criteria. An Invitation to Submit Tenders (ITT) will be issued to those shortlisted. It is envisaged that a min of 3 and a max of 5 will be invited to the ITT stage. Highest scoring tenders, assessed in accordance with the published ITT evaluation criteria will be invited to proceed to the final tender stage. It is envisaged that a minimum of 2 and a maximum of 3 Participants will be invited to proceed to the final tender stage. The Authority reserves the right to take through less than the envisaged number of Applicants and the right to take through additional Applicants. If there are fewer than the envisaged number of Applicants that meet the Authority’s minimum standard, the Authority shall invite the relevant number to tender, provided that the Authority is satisfied that there is a sufficient number of Applicants to ensure genuine competition.
