Menter Môn Background.
Menter Môn was established in 1995 to deliver EU rural development programmes. It is a third sector company with a board of directors made up of the private, voluntary and community sector.
Menter Môn is a social enterprise with 20 years’ experience of delivering rural development projects across North Wales, including:
• Lead Body for the joint Anglesey and Gwynedd FLAG Project (Fisheries Local Action Group)
• coordinated the Glastir Commons Project in Gwynedd, Anglesey, Conwy and Ceredigion between 2013 and 2015
• delivered a range of EU funded projects in partnership with Anglesey, Gwynedd, Conwy and Denbigh local authorities. These included Cyfenter and Shaping the Future (both ERDF funded)
In February 2015, it became the administrative body for the LEADER programme in both Anglesey and Gwynedd. The LEADER programme operates from their offices at the Town Hall in Llangefni (Anglesey), and the High Street in Porthmadog (Gwynedd).

Cwmni Bro Ffestiniog (Cwmni Cymunedol Bro Ffestiniog is the full registered name) is a unique and innovative development.
There are some examples of social enterprises in Wales working together to form consortia, to tender jointly, or to achieve a particular scheme, but we believe that Cwmni Bro is quite different to this
In one area, Bro Ffestiniog, a number of initiatives have come together to work together in a network of social enterprises and businesses under the umbrella of one company, namely Cwmni Bro Ffestiniog.
The organizations and initiatives include Seren, Antur Stiniog, CellB/Gwallgofiaid, Barnardos, Ysgol Y Moelwyn, Trawsnewid, Pengwern Cymunedol, Deudraeth cyf, GISDA, Opra Cymru and more.

There are more social enterprises per head in the Bro Ffestiniog than any other part of Wales, and they offer a range of services with environmental, economic, social, educational and community benefits.
Between them, they employ around 200 local residents and contribute significantly to the economy and social life of the area. As well as employment, they offer important and diverse opportunities for residents to volunteer and learn in a variety of ways.
They have the potential to develop further with dedicated, equal, ambitious and professional support. There is a new mentality among residents, a positive attitude of actively participating in the process of testing and making things for ourselves. Nurturing this culture change is central to the task of creating a prosperous future for the area and other areas across Wales. One of the main aims of Brocast Ffestiniog is to maintain and promote this cultural change.
The task of Cwmni Bro is to undertake this responsibility and implement regeneration and invigorate the economy as well as social, environmental and community life of Bro Ffestiniog
Cwmni Bro is active in Blaenau Ffestiniog, Llan Ffestiniog, Gellilydan, Trawsfynydd, and Penrhyndeudraeth – together, these communities have a population of over 7,000.
Cwmni Bro will support companies and enterprises that exist to identify and develop new commercial opportunities in order to create more jobs and income and wealth and, at the same time, lead to the alleviation of poverty and develop the skills of residents.
New initiatives and projects will be established, leading to more jobs and wealth, as well as regenerating the infrastructure of Bro Ffestiniog.
Greater cooperation between the initiatives will be coordinated by sharing best practice and resources.

Every social enterprise has a voice on the board of Cwmni Bro, and thus a significant share of the aspirations of residents in the area can be aired in its discussions and activities.

Already, practical plans have identified that we can take this forward as Cwmni Bro, tackling the practical challenges that face us as a community and indeed similar communities across Wales. Challenges such as low employment, insecure employment, health, education and training, access to services, community safety, energy provision, physical environment and housing, maintaining and strengthening the language and culture.

Promoting community involvement is key, and fundamental to all other functions of Cwmni Bro Ffestiniog. Community participation depends on effective communication and one of the basic functions of Cwmni Bro is to develop community communications in the area, especially digital community social media. The proposed development is called 'Bro-cast Ffestiniog'’

Requirements/Brief

Cwmni Bro Ffestiniog will commission a local company/individuals to develop and establish Bro-cast. The scope of the work includes:

• Collaboration and networking to develop a website, radio, channel on the web and indigenous social media.

• Hold discussions and establish close relationships with the organizations, clubs, clubs, enterprises and organizations in Bro Ffestiniog when developing Bro-cast.

• Stimulate and facilitate community activity, a sense of belonging and ownership of Bro-cast, which will in turn stimulate constructive discussion on the development, implementation and strengthening of the scheme.

• It is vital that the community of Bro Ffestniog is central and owns the medium from the outset.

• Community correspondents will need to be trained in the Bro Ffestiniog area - Blaenau Ffestiniog, Llan Ffestiniog, Manod, Tanygrisiau, Maentwrog, Penrhyndeudraeth, Trawsfynydd, Gellilydan, Llanfrothen and Croesor.

• Target audience: The entire community, locals themselves, learners and the in-migrant population will all have a natural advantage of seeing and hearing the language every day, and will also be inspired to become part of community activities.

• Businesses and enterprises will need to be encouraged to advertise on Bro-cast and promote their businesses, events and activities.

• Nurture a healthy relationship and work in partnership with the local community newspaper, 'Llafar Bro', to share stories and events and promote community and cultural activity.

• BRO-Cast will stimulate a sense of belonging to a community and bring people into a constructive part of a discussion on the environmental, economic, social, educational, cultural and linguistic development of the area.

• Films and news on-line are a way of bringing learners and in-migrants a step closer to the community before they even arrive - it breaks the boundaries between the alleged ‘us and them’

• Bro-cast is a central part Cwmni Bro’s vision for economic and community development - as people become aware of the value of developing ideas and career opportunities in Bro Ffestiniog

• We will aim to broadcast one weekly 'news/stories' programme’ and one 'events/ activities/ jobs/ opportunitie’s programme. The community will be the correspondents, broadcasters and audience.

• All social enterprises and businesses within Bro Ffestiniog offer Welsh language services and career opportunities; from social care to creative work, to customer care. This scheme will correspond to Cwmni Bro Ffestiniog’s scheme to develop training and career opportunities in our social businesses, with this happening naturally in the Welsh language.

• By the end of the contract, Bro-cast will be firmly established and sustainable.

The goal with BROcast is to give people the confidence to think that broadcasting and becoming our own broadcasters is not just somethng for 'The Media'. The whole community can become broadcasters, to communicate and spread local ideas and news - sharing questions, concerns, creativity and fun with their society. Bro-cast is not just one of the media, but rather a vehicle to change and improve and strengthen our communities.

Required attributes and skills

It is necessary that the company that undertakes the work has the following attributes and skills:

1. Knows and understands Bro Ffestiniog and the community that operates within it.

2. Extensive skills and experience with digital communication media including creating websites and other digital platforms, filming, editing, directing, producing and broadcasting.

3. Experience and ability in training.

4. Understanding of the community development area and the ability and practical experience of working in the field.

5. Experience and ability to facilitate group work and community work.

One company or consortium may apply for the work. If a consortium, it is necessary to appoint a lead company.

Companies that wish to submit a request will be required to highlight the following:

1. Outline the proposed methodology to be adopted to realize the requirements to be highlighted within the document,

• Foster and maintain relationships with key groups, clubs and individuals within Bro Ffestiniog.

• Set up broadcasting platforms including a web site, web-based television channel and social media.

• Develop and deliver a training programme for community correspondents.

• Identify income sources through advertising on the channel.

• Develop a business plan to ensure long term sustainability

• Identify and develop suitable stories to share onBro-cast.

• Produce suitable films that complement the Vision ofBro-cast.

2. Outline of your company’s experience and examples of relevant plans already implemented.

3. Details of the individuals who will carry out the work.

4. Financial offer including daily rates

A sum of £17,500 (including VAT) is given as a guiding amount. The price is required to include:

• Bro-cast development and testing costs

• Facilitate and train community correspondents.

• Design work

• Setting up Bro-cast

In addition a budget of £5000 has been earmarked for hiring or buying bespoke equipment for filming, production, recording, editing and broadcasting. These will be purchased separately to this scheme.

The tender will be evaluated as follows
