Abstract

The Secretary of State for Defence (the authority), through the Underwater Electronic Warfare (UEW) Project Team within Defence Equipment & Support (DE&S) intends to extend the current support Contract with Hydroid Inc for the continued support of Remus 600 (RECCE) and REMUS 100 (VSW) UUV’s. The current contract is due to expire on 31.3.2018 and the extension is required for a further period of 6 months to 30.9.2018 to prevent a capability gap during the negotiation period for the planned replacement contract.

Remus 600 (RECCE) and Remus 100 (VSW) UUV’s are military use versions of commercially available UUV’s operated in the Mine Counter Measure (MCM) role. They are remotely operated shallow water hydro-graphical seabed mapping systems, both of which were developed and manufactured by Hydroid Inc.

Explanation:

The Secretary of State for Defence (the authority), through the Underwater Electronic Warfare (UEW) project team within Defence Equipment & Support (DE&S) intends to extend the current support contract with Hydroid Inc for the continued support of Remus 600 (RECCE) and REMUS 100 (VSW) UUV’s. The current contract is due to expire on 31.3.2018 and the extension is required for a further period of 6 months to 30.9.2018 to prevent a capability gap during the negotiation period for the planned replacement contract.

It is considered that this contract can be extended using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the UK Defence and security public contracts Regulations 2011) for technical reasons. This is because Hydroid Inc is the original equipment manufacturer for this specialist equipment, and is the only economic entity with the technical expertise, including the knowhow, tooling and access to drawings, data packs and source codes, which is essential to provide in service support.
