Abstract

Regenda has obtained planning consent for the development of an extra care housing scheme on Chatsworth Avenue, Fleetwood, Lancashire FY7 6RN. The scheme comprises 72 extra care apartments with associated communal facilities, landscaping, car park and access. The works anticipated include:demolition of existing buildings, and design and construction of the new scheme. The appointed contractor will be expected to continue the detailed design through into construction and will be expected to novate the architect and structural engineer to provide design services to achieve this. The procurement of design services will be addressed in the Invitation to Tender (ITT). Design warranties, with rights of assignment, will be required from the Design and Build Contractor’s designer(s) and specialist sub-contractors to the Contracting Authority and funders. The form of these will be made available in the ITT. Copies of a location plan, proposed site plan, floor plans and elevation sare included in the PQQ documentation for information. Full details of the works, specifications and other Client Requirements will be provided in the ITT. Applicants expressing interest in the works should assume that they will be obliged to comply with all of the standard regulations, legislation and statutory obligations associated with the works requirements indicated above. Applicants invited to tender will be issued with a suite of documents including, but not exclusively:

— Details of Regenda Contract Specific Amendments to the Form of Contract (JCT Design and Build 2011 Standard Form of Contract incorporating the latest amendments).

Regenda Limited trading as Regenda Homes will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. Such additional information should be requested from the address above. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England,Wales and Northern Ireland). Where a contract has not been entered into the court may order the setting aside of the award decision or order the Contracting Authority to amend any document and may award damages.
