The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The Council currently owns licences to use Capita's education management information system. The Council has adjudged that it cannot reasonably continue to use the licenses without a current maintenance and support agreement. The Council will undertake a market consultation exercise during the initial contract period to determine future options. A VEAT notice was submitted on 16.3.2018 (2018/S 054-120151) regarding this and the Isle of Wight Council has observed a 10-day standstill period which ended at midnight on the 26.3.2018.
