Abstract

IV.1) Description

IV.1.1) Type of procedure

Justification for selected award procedure:

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons

Explanation:

Under Reg 16(1)(a)(ii) — technical reasons:

The Authority has established that FLIR are the only company which can produce the number of nUAS demanded to the specification required and time frame as detailed below:

“The Product” is proven to be at a high Technology Readiness Level (TRL) and have the breadth of in-field capability necessary to facilitate this baseline phase for the experiment.

The system shall fit within the MAA category of 1A, sub 200 g weight.

The system shall have a fused thermal sensor that enables detection, recognition and identification in low light and dark conditions.

The system must be able to be stored within an infantry soldiers webbing pouch and shall recharge whilst not in use.

The system is also capable of supplying the necessary support for an in-field experiment. The results of these experiments will be used to:

— set the advanced baseline (ability of market leader) for nUAS capability,

— inform an updated User Requirement Document and Concept of Employment,

— brief the nUAS industry impartially and without bias to stimulate market development.

The intent is for this to inform and lead to future, large-scale, future-capability, acquisition activity in the nUAS space.
