II.2.4) Description of the procurement
North of England Commissioning Support (NECS) is working for and on behalf of NHS England (North) Lancashire and South Cumbria who wish to commission minor oral surgery services. NHS England (North) Lancashire and South Cumbria has recognised an increasing level of oral surgery referrals into secondary care. This has included procedures that are too complex to be carried out in a primary care dental practice as well as referrals for procedures that would normally be expected to be undertaken within primary dental care and is seeking to procure high quality Minor Oral Surgery Services (MOSS) for Lancashire provided through 3 lots:
Lot 1: Millom;
Lot 2: Kendal;
Lot 3: Furness.
These services will be provided in line with the National Guide for Commissioning Oral Surgery and Oral Medicine 2015, for patients with a defined need who are unable to be treated by a general dental practitioner within primary dental care and for whom the complexity of their treatment need does not necessitate care provision in secondary care. The MOSS will work closely with a referral management service, relevant clinical networks, commissioners and primary and secondary providers to ensure appropriate timely, effective and safe minor oral surgery treatment to the local population.
The basic principles that mirror that of the open procedure will be followed for this procurement to test the capacity, capability, and technical competence of tenderers in accordance with the Public Contracts Regulations 2015, ensuring a fair, open and transparent process in accordance with NHS (Procurement, Patient Choice and Competition) (No. 2) Regulations 2013.
Under the Public Services (Social Value) Act 2012 the Contracting Authority must consider:
(a) how what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions; and
(b) how, in conducting the process of procurement, it might act with a view to securing that improvement.
Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the Contracting Authority relating to economic, social and environmental well-being.
NECS is utilising an electronic tendering system to manage this procurement and communicate with potential providers.
