Explanation:
The original contract was awarded in 2001 following a tendering exercise. The Clarity system is implicit to all of our leisure functions the system licencing support and maintenance is only available through this provider (therefore it is a sole provider with sole source of provide) and as such we propose to award the contract following a 10-day standstill period expiring on 27.3.2019.
