Abstract

Expression of Interest for the provision of internal investigation services to NRW Mynegiad o ddiddordeb ar gyfer darparu gwasanaethau ymchwilio mewnol i Cyfoeth Naturiol Cymru NRW has a potential future requirement for the provision of investigation services. We have the need to undertake internal investigations which can come from a range of sources: • An external complaint • An internal whistle-blower • Identification of possible fraud • A Health and Safety accident or near miss • A HR issue such as staff conduct • Identification of a failure of governance Our current approach is to use staff within the organisation to undertake internal investigations in addition to their day job activities. To support staff undertaking Health and Safety investigations we trained approximately 20 staff to HSE standards. For fraud or financial investigations, we have a small team of two Accredited Counter Fraud Specialists that pick up this work in addition other financial governance and policy work they are responsible for. However, the number of investigations needed has now exceeded our ability to resource them from internal staff due to their existing demands from their day job and their knowledge of the investigation process. Over the course of a typical year the numbers of investigations we handle along with the typical resource effort are: Investigation Type Typical Number Per Year Whistleblowing and Governance 2 Complaints Stage 1 170 Complaints Stage 2 10 Financial & Fraud 4 Health & Safety 230 People Policy 70 We are also finding that the investigations are multi layered with aspects of a complaint, fraud and staff behaviour all rolled into one. This adds additional complexity to the investigations that can be difficult for inexperienced investigators to unpick and handle appropriately. Services Sought: 1. Provision of suitably qualified and experienced staff to undertake any of the range of internal investigations we need. 2. Preparation of common internal guidance documents and templates to standardise our approach to investigations within NRW In addition to the 2 requirements above, NRW would like to explore the possibility of including ‘training of staff on investigation skills’ into any future tender. For the training we would look at the accreditation of the courses namely: • CIPFA Counter Fraud • ACAS Standard for Employee Investigations • HSE Standard HSG245 If you are interested and believe your organisation can meet NRW’s requirements, could you please provide a very brief response to the following: • Type of personnel (relevant experience, qualifications and accreditations) that would provide the service to us from your organisation. • How would you able to deal with the need to scale up/down as required? Given the nature of our requirement, there is an element of unpredictability of when and how many days will be needed. • Cost. Are you able to provide us with an average indicative day rate or series of rates? • Confirmation that you can or cannot meet the training requirements. As detailed above, the decision regarding training has not yet been made, therefore, it is a desirable requirement.
