The purpose of this is to improve households’ physical, social and emotional well-being, so that they do not need ongoing support from crisis and specialist services. The Council is in the process of carrying out a service review under the auspices of the thriving communities programme with a view to realigning the services to deliver the objectives of the programme.

IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
The value of the contract exceeds the threshold for advertising light touch services listed in Schedule 3 to the Public Contracts Regulations 2015. In the circumstances, the contract should be advertised. There is provision in Rule 21.3 (j) for an exemption from the contract procedure rules where the contract for a particular period can be justified. The Council is in the process of carrying out a service review under the auspices of the thriving communities programme with a view to realigning the services to deliver the objectives of the programme. The review has not been completed in time and the services outlined in the notice are critical services and the Council is of the view that the services should be provided pending the outcome of the review and the re design of the services requirements. It is for this reason that the Council is of the opinion that it is justified to award a contract for up to 9 months period starting from 1.4.2020. A Voluntary Ex-Ante notice was issued on 6.12.2019 under the reference number: 2019/S 236-579992.
