II.1.4) Short description
Warwickshire County Council, acting as lead authority on a local full fibre network project, ran an Open procurement procedure to procure new infrastructure across Warwickshire and Solihull.
The objective is to improve both the value and flexibility of current wide area network arrangements through the procurement of new infrastructure across the CSW region. This infrastructure will consist of full fibre optic connections (1 Gb capable) from and to key locations across the CSW region via Public Sector Building Upgrades (PSBU) that can then be made available to both organisations and their delivery partners as a service when it is required.
In completing this task, the lead authority is working with the Broadband Development UK (BDUK) programme within the Department for Digital, Media, Culture and Sport (DCMS) and this procurement is wholly funded by DCMS.

II.2.4) Description of the procurement
CSW is a joint working partnership which covers Warwickshire County Council and six adjoining authorities. For the purposes of this tender the requirements specified relate to Warwickshire County Council, (WCC) and Solihull Metropolitan Borough Council, (SMBC) only. Both organisations currently run their own IT services over their wide area networks that are subject to an existing contract (currently West Midlands Public Services Network, WMPSN). There is a strategic plan to improve both the value and flexibility of this arrangement through the procurement of new infrastructure across the CSW region. This infrastructure will consist of full fibre optic connections (minimum 1 Gb capable) from and to key locations across the CSW region via Public Sector Building Upgrades (PSBU) that can then be made available to both organisations and their delivery partners, as a service, when it is required. This tender deals with infrastructure only items for build and circuit delivery.
The procurement documentation included a list of property assets which could require the procured infrastructure. The works programme requires completion by February 2021.
