The procurement falls outside the scope of application of the Directive
Explanation
This is a 2-year extension to the PPFM contract aimed at more effectively managing the risks during the transition to federalism in Nepal and allow time to design the next phase of health sector support. Extending the existing supplier contract is considered to be the most cost effective option as opposed to going out to the market due to the set-up costs of a new supplier. Going back to the market would negatively impact on the ability to meet programme results. It is considered that going back to the market would adversely affect the critical success factors for the delivery of the PPFM programme as follows:
1) The effective management of delivery risk;
2) Maintaining value for money;
3) The ability to provide high quality sub-national technical assistance to support the transition to federalism;
4) The effective management of fiduciary risks;
5) The sustainability of current interventions.
