Description of the contract
Port Talbot Waterfront Enterprise Zone is the newest of the Wales Enterprise Zones, having been designated in spring 2016 in response to job losses in the Steel industry. The Zone is home to a highly skilled workforce and a wide diversity of sectors - including Advanced Materials and Manufacturing, Energy and Environment and Construction.
Each Enterprise Zone has been led since inception by an independent Advisory Board which advises the Welsh Government on the implementation and delivery of action plans and priorities for the Zones. Details of current membership of the PTWEZ Board is published at:

The tenure of the current Board ends on 31 July 2018 and the Cabinet Secretary for Economy & Transport has asked for a Board to be appointed for a further three year term until 31 July 2021. The Cabinet Secretary has also tasked the Board with producing a Strategic Plan which outlines the aims, ambitions and objectives for the Zone for the period 2018-2021.
The PTWEZ Board requires a professional, multi disciplinary consultancy team to establish a comprehensive options assessment and evaluation for the Zone. This piece of work should be considered in the context of three key factors:
• The unique characteristics and distinctive assets of PTWEZ, including availability of development land and key road, rail and port infrastructure.
• The potential impact of any further significant direct job losses, or impacts on local supply chain companies, from any future significant changes in the scale of operation at the Tata Steel site.
• The existing local skills base and the overriding objective for high quality, sustainable employment opportunities
Accordingly, on behalf of the Board, WG is seeking to appoint a consultant to work with the Board to scope out the future requirements of the Zone and develop these into a full Strategic Plan for the Zone to cover the period 2018 – 2021, including a ‘Flagship’ Project.
