II.2.4) Description of the procurement
Knowledge Transfer Partnerships (KTPs) is an Innovate UK led government funded programme which aims to enable businesses to access the technology, knowledge and skills which are available in UK universities, colleges and research and technology organisations, to undertake collaborative projects for the strategic development of the business. More information can be found at https://www.gov.uk/guidance/knowledge-transfer-partnerships-what-they-are-and-how-to-apply and http://www.ktp-uk.org/
KTPs involve the formation of a partnership between the business enterprise and an academic institution, with the collaborative project delivered by one or more recently qualified individuals (KTP Associates), transferring the required skills and expertise from academia into the business. KTP projects are partly grant funded by Innovate UK or one of its funding partners and SMEs are expected to contribute a third of the project costs, while for a large organisation, it would be around half.
The KTP programme is broadly based and therefore encompasses a wide range of businesses and organisations, a wide variety of project needs and a wide spectrum of associate backgrounds, in terms of academic disciplines and experience. Content of the training provision needs to accommodate the needs of a broad base of KTP projects and Associates. The core training package must cover at least the following:
A. business management skills development,
B. leadership and innovation skills,
C. personal skills development.
KTP expects the supplier to undertake research into the KTP programme and the key role that the associate plays and develop an appropriate curriculum around the ‘core’ elements. Once appointed the KTP programme will support the supplier in fine tuning the programme to ensure that it fully meets the programme’s needs. Through the evaluation process and continual improvement, if a topic is not well received, then it can be revised or replaced in consultation with the contracting authority.
The appointed contractor must also be able to provide:
• a blended learning approach including elements of residential training;
• management of ‘onboarding’ participants to the training programme, whilst UKRI will provide the names of the associate the supplier will be required to manage the seamless onboarding of the associates onto the training sessions in alignment with their proposed methodology for delivery;
• detailed programme evaluation reports delivered quarterly, with annual summary;
• a high-quality venue that provides a unique experience, the venue should be close to good rail, road and air links as participants will be travelling from all parts of the UK;
• all meals and accommodation for the attendees;
• all materials needed to deliver the course(s);
• a strategy to support those working flexibly;
• where a supplier is providing training that enables associates to develop and gain additional qualifications as part of the package this should be detailed in the response.
