Abstract

At the heart of broad education reforms, the Curriculum and Assessment (Wales) Bill sets out a legislative framework for fundamentally changing the way curriculum and assessment is done for under 16s in Wales. To support the successful implementation of these ambitious plans, a robust monitoring and evaluation programme is required. Therefore, the overarching aim of this scoping study is to articulate the theory, assumptions, evidence and readiness underpinning the curriculum and assessment reforms and to use this information to develop recommendations for a robust monitoring and evaluation programme. It will require close work with Welsh Government, education stakeholders and data controllers. It will also require strong evaluation methodology skills and experience.
