The procurement falls outside the scope of application of the Directive
Explanation
Due to the nature of our work we require very high specification, with quality build and reliability required of our isolators; historically Howorth have a very good record of building reliable bespoke rigid half suit isolators and have been quick to respond and remediate any faults. These qualities give us confidence and resilience to work safely with ACDP level 3 and 4 pathogens. We already have 21 rigid isolators in high containment plus isolators in other laboratories at Dstl Porton. We have recalibration and maintenance contracts for all of these isolators and class 3 cabinets with Howorth whom we have confidence to maintain to our exact high safety standards. Howorth provide safe systems and controls etc. mimicking previous/existing systems which helps with staff familiarity and ensures compatibility plus reduces the likelihood of errors in a high hazard environment when the same persons can be using multiple isolators. We have a HAZOP study (safety assessment completed on isolators designed and supplied by Howorth). With the points raised we do not feel it appropriate or beneficial to compete the requirement, note previous competitions have shown Howorth to have all the required capabilities and desired qualities.
Howorth have a proven record in designing isolators for DSTL for high hazard environments and have the necessary knowledge to design, build, validate and maintain. Howorth service and revalidate under contract for all isolators in high containment. Using another supplier would cause major economic and technical inconvenience to the Ministry of Defence.
